Michael Neal McCray

Mr. Michael Neal McCray is a Service Connected Disabled Veteran who served in the United States Air Force.  In 1983 Mr. McCray relocated to Florida from Detroit, Michigan and pursued a Pre-Med track at both Florida Memorial University and Florida International University.  Mr. McCray’s professional history is comprised of many years of experience in the Pharmaceutical, Clinical Laboratory industry, and Home Healthcare Industry.  His medical research has been 

published in the American Journal of Pathology 

and the Journal of Applied Physiology.  His pharmaceutical tenure commenced at Miami Veterans Hospital Pharmacy.  His years in the pharmaceutical industry allowed him to later transition to ownership of several Home Health Pharmacies and Healthcare Consulting companies.  Mr. McCray brings more than 30 years of Health Consulting expertise and understands the complex financial, clinical, operational and regulatory issues confronting healthcare organizations.  He has in-depth experience at finding practical solutions needed to prosper in today’s dynamic healthcare environment. 

Delilah Bartolome, MSN, RN, CHN

Physician Substitute

Ms. Bartolome currently serves as a Nursing Administrator at the Universal Kidney Center in Fort Lauderdale, FL. In addition to managing an 85 patient case load, she ensures that centers are in compliance with governmental requirements. She also credentials medical and nursing staff and provides nurses and technicians required in-services to be in compliance with AHCA. OSHA, AAMI, DEA FMQAI & DOH. She innovates and implements strategies to reduce overall costs while maintaining consistent, excellent patient experiences. She is responsible for routine infection control as well as procedural, environmental and immunization audit of both staff and patients.

Dale Gibson, RN, BSN, MHA

Director of Nursing

Mr. Gibson earned a Bachelor of Nursing Science from Florida International University as well as Master of Health Administration from Florida Atlantic University, and his tenure in the healthcare industry dates back to 1992. His vast experience includes: Performing infusions for home bound patients, supervision and management of on-call staff and all end of life clients receiving intravenous palliative and enteral care at Hospice by the Sea; serving as Executive Director of Sunshine Health Center & Visiting Physicians where he developed a Community Health Center providing Primary Care and Dental services to Medicaid & Indigent populations, while concurrently developing a Mobile Primary Care practice servicing the Developmentally Disabled and Geriatric populations in Group Homes and Assisted Living Facilities; and Educating Home Health Agency’s Nursing Staff in the delivery of Hi-tech IV and Subcutaneous drug therapies in outpatient settings, serving CVS/Coram Specialty Pharmacy in Miramar, FL.

Christopher L. Clark, Esq.

Chief Counsel

Mr. Clark has been a private practitioner since 1994, with a general practice consisting primarily of Criminal Defense and Personal Injury Law. He has resolved numerous Civil, Felony Criminal, Family and Foreclosure cases by way of trial, settlement and negotiation. He has litigated both Jury and Bench Trials (including murder and complex civil). He currently serves as a Hearing Officer for the Broward County Traffic Court. Previously served as the Legal Services Coordinator/Legal Liaison for the South Broward Hospital District, also served as a Student Expulsion Hearing Officer for Broward County School District and Former Adjunct Professor at Florida Memorial University.
